[osg-submissions] Fix for VPB

Hi Robert --

DataSet::createTileMap is declared as a bool, but doesn't return a value.
This causes the compile to fail in VS 2005. Attached is a "fix" -- I made
the function return 'true'. Not sure that's right or wrong, so please take a
look.
