[osg-submissions] skirt option for VPB

Hello Robert,

In VirtualPlanetBuilder there is a skirt in all the database you generate.
But when I generate
the earth without any relief, some might think the skirt looses its use.
I have seen that in Destination.cpp there is already a boolean for that :
bool createSkirt = true;

But it's always set to true.
I want to add an option for VirtualPlanetBuilder, like : --useSkirt true or
false
If --useSkirt is not defined, createSkirt will be set to true, in order to
be transparent for the user.

Would you like to integrate it to VPB if I do that ?
