[osg-submissions] API configurations in a seperate Config include file

Hi J-S,

I believe I've merged all of the changes from Mathias, I haven't
personally tried an out of source build yet, but I believe Mathias has
been doing this previously.

Could you give the steps you are taking to do an out of source build
so that I might recreate the steps at me end and look at the problems.
