[osg-submissions] Use atomic reference counts

The config file is installed to the OpenThreadsdirectory. Since this config 
file is required there is no other way to do so ...

May be a check if

 PROJECT_BINARY_DIR != PROJECT_SOURCE_DIR

does the trick??
But OTOH, does it hurt if we have -I directory twice?
