[osg-submissions] Use atomic reference counts

Hi Mathias,

I've now the OpenThreads changes for your OpenThreads::Atomic changes
and checked them in to SVN.  I haven't merged the
OpenSceneGraph/CMakeLists.txt change as I don't yet understand the
need for this change (the one below).   The only change I made to the
build was to place Config.in into src/OpenThreads/common/Config.in
rather than have it in src/OpenThreads/Config.in.  Hope this change is
fine,
