[osg-submissions] Determining supported file formats

Here is a new application, osgio, for enumerating supported file extensions,
as described in this same thread in osg-users.

I'm hoping the community will try this app and pitch in to help clean up the
output and ensure it's correct. As things stand, this app does uncover a few
problems. See this thread in osg-users for a discussion of the issues.
