[osg-submissions] cull_draw() / end cull_draw() Messages

This is a submission proposing the removal of the DEBUG level printing
of "cull_draw()" and "end cull_draw()". These occur so frequently on my
system (and others) that it makes using OSG_NOTIFY_LEVEL={INFO,...} or
higher virtually impossible.
