[osg-submissions] osg documentation

Hi JCL,

I've had to tweak things a little to get things working fully (the
search file was being built no matter what due to the use of quotes
around "NO") and changed the names to be BUILD_REF_DOCS* so that they
all sit alongside each other with the default to OFF to keep
consistent to how things were built before.

All these changes are now checked in to SVN.
