[osg-submissions] Small VPB patches for Windows

Seems I spoke too soon. With only 2 levels, it works well, but with 4 levels,
for some reason, front-facing tiles are paged out when they shouldn't be...
During the class I actually generated other databases using osgdem directly
from the command line with 4 levels, and they worked quite well, so I don't
know what vpbmaster is doing wrong.

I'll try and look around to find out what's going on. At least it runs, even
though the results aren't perfect, so the submission is still valid. Baby
steps... :-)

I guess I could package up the files that resulted from the build (build.source,
*.task, *.log and the resulting .osga archive) and send those to you if you
want. From those you would probably be able to see what's going on.
