[osg-submissions] Script to generate the Visual Studio syntax highlighting files automatically.

Hello Robert,

(seems my school's mail server is having problems, I haven't gotten any messages
from osg-users since last night, and this message bounced. Trying again.)

Here is an updated script which now supports VC++ 7.0, 7.1, 8.0, 9.0 as well as
the Express Editions of 8.0 and 9.0.

I wonder, would you prefer if it generated a single file for all versions (since
if you don't have a certain version, it doesn't harm anything if the registry
setting is there or not)? Because it just jumped from 3 files to 6, plus the
script itself...

I also updated the MUST_READ_ME.txt file slightly. I noticed it still contains
info about the old VS project files, I'll try to update this soon as well since
it could be misleading, but I didn't want to get into that right now.
