[osg-submissions] Add GL_NORMALIZE

Hi Tom,

I've just reviewed the changes, and found that GL_NORMALIZE had
already been added to SVN version of the OSG.  GL_RESCALE_NORMAL has
been added as well.

I'll be making OpenSceneGraph-2.4 stable release in the next couple of
days so you'll see this pop up very soon.
