[osg-submissions] DatabasePager modifications

Hi Serge,

I've just reviewed the changes and it looks like they change a bit of
logic on how many inactive nodes to remove, this makes be concerned
about possible knock on effects.

This close to a stable release I get let anything with a risk attached
in, so I'll leave this till after 2.2 to review more thoroughly.
