[osg-submissions] openFlight readTexture

Hi Brede, hi Robert,

a small change to my previous fix of PaletteRecords.cpp.
I have added the notify in case that a missing texture is not loaded via
the osgDB::ReadFileCallback. So the reaction on missing textures without
having a ReadFileCallback remains the same.

The fix is based on today's SVN (revision: 7594).
