Putting it to ON has the advantage of keeping the same behaviour as before,
so there is no bad surprises. :) As long as an user doesn't want to
redistribute it's application, he will not have any problem. The only
problem will be if he wants to redistribute its application and doesn't want
the users to install the MS redistributables. In this case he will need to
put it to OFF and make sure to embed the redistributables with its
application.
