[osg-submissions] Plugin DLL versioned

I have tested on my side with winXP VC7.1 and seem ok, the default is 
set to disable versioning, so, hopefully not even noticed.
I have setu pu option help string, but can add more comment in the code 
to explain the purpouse and effect.
I forgot to chenage version to soversion.

I' m going to test on VS8 now and addcomments.

In the meantime, you can apply to your local linux, review and check it 
does not affect Linux build.

The presence of the versioning option should be advertised on osg-users 
to ask for testing.
I think is easier to test if is is checked in.

I' ll  let you know how goes under VS8 and probably send a new patch 
with commants and soversion.
