I still cannot test the code, but I did a quick desk check. The only thing I
noticed is that I think you have commented "Safe Mode" incorrectly. If "Safe
Mode" is enabled the current directory is searched after the system
directories not before. This is what you have implemented it, but your
comment documents it as being the other way round.
