[osg-submissions] Plugin DLL search order fix for Win32

Hi Andy,

Yes we'll keep the osg-users list informed and will have to update the
wiki pages as well.

My hope is that if we can get everything settled and working smoothly
the build system and naming will remain pretty static for a good time
to come.
