[osg-submissions] Plugin DLL search order fix for Win32

Can I make a request?  I've just spent a while building our makefile to
automatically build OSG with our environment and grab things from the
OSG build (we're not doing the install step) and put them where we want
them.

 

When this discussion is settled, could you please post a prominent
message with a clear title to the effect of, "This is where the dlls,
libs, and executables will be for all the platforms".  I don't really
care where you put them, though if you rename files I've got more work
to do.  But I do need to know when and how this is settled, and I'd like
to know at some point that I won't have to make any more adjustments.
