[osg-submissions] Added method setRenderTargetImplementatin to osgSim::Overlaynode

Hi Robert,

I added the ability to set the render target implementaion on the
osgSim::OverlayNode. The attached changes were made against the 2.0
release.

I needed to do this to overcome an nvidia driver bug that seems to
effect the use of the FBO extension in certain circomstances
(http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6458746). As I am
stuck with this bug I needed a way to disable the FBO path on the
Overlaynode.

However I believe this change is worth while regardless of this bug.


As a side note I also updated the submission protocal wiki page to use
the new submissions list email address.
